Project Goals: The Master Plan Update aims to update the existing Master Plan to develop a more detailed roadmap for the next phase of the Program that reflects the most recent information regarding City policy, state and federal laws and regulations, changing water quality conditions, changing flows and loads, operating conditions, state of technology, market conditions, and previous decisions made in the first seven years of the Program.

The Cogen Upgrade Design will provide construction-ready design plans for replacing the Plant’s existing and outdated engines to improve the reliability of on-site electric power production from renewable biogas produced from the Plant’s digesters, to decrease the consumption of utility-supplied natural gas, and to decrease overall air emissions from the Plant.
