Headworks and Primary Treatment Project Wins CWEA Engineering Achievement Awards

The Headworks and Primary Treatment project won the prestigious Engineering Achievement award for both the California Water Environment Association (CWEA) Santa Clara Valley Section's 2025-2026 Award Program and for CWEA's Overall State 2025-2026 Award Program. As the first major construction project in the $1.4 billion Cleanwater Program, the project represents a significant investment in critical public infrastructure at the City's WPCP.

The project replaced aging, seismically vulnerable primary treatment facilities with a modern, resilient headworks (screenings and advanced grit removal) and primary treatment system, increasing operational reliability, safety, energy efficiency, and treatment performance for the WPCP, while also protecting public health and supporting future growth. Environmental stewardship was also a priority, with the creation of new wetland habitat and odor control measures to protect the surrounding community. The City accepted the regional award on February 20, 2026 and the state award at the CWEA Annual Conference on April 9, 2026.
